Has anyone out there implemented an Earthworm Import (client) or Export (server) module using Python. I am pretty sure there is not one in the latest ObsPy but would love to be hear otherwise.

ObsPy has had at least a waveform client for a long time:
It can retrieve availability information and the actual waveforms.
I’m not aware of a server package that either directly reads Earthworm databases or serves data in its protocol. There are a couple of fdsnws implementations out there using Python.
